How is the HOA organized and managed?
Daily management of the OOR HOA's business is handled by a Community Management firm (
http://www.oorhoa.org/contacts.html). The HOA is organized and managed in accordance with the HOA Founding Documents. A Board of Directors executes its responsibilities enumerated in the Founding Documents (Articles of Incorporation, Bylaws, Declaration). The OOR HOA Board of Directors is a volunteer organization and no remuneration is provided to any volunteer board member for their services.

Are HOA meetings open to all members?
The HOA meetings are open to all members in accordance with Virginia Code requirements governing community associations. Scheduled meetings are posted on this website (

Is membership in the Association optional?
No. The Association is responsible for maintenance of all common areas including the streets that all members and their visitors use and the maintenance and improvements are funded by membership assessments.  Therefore, all property owners in OOR are required to be members of the Association.

How do I volunteer to serve on a committee or get involved in the community?

How can I obtain an official copy of the Founding Documents of the Association?
Please contact the HOA's Community Management representative via this website to request a replacement copy. A copying fee is required for a replacement copy of the Founding Documents.

Who do I contact if I want to modify the exterior of my home or property or build/replace a fence or deck?
You must get in touch with the Architectural Review Board via the Community Manager and complete an Architectural Modification Request Form from this website (
http://www.oorhoa.org/arbform.html). The Architectural Review Board will consider the request and approve or disapprove it in accordance with the current Architectural Standards.

Why is my townhome subject to an HOA Architectural Board review before I sell it?
As a Homeowners Association, we must certify that the structure and grounds are up to the Architectural Standards required under the Covenants, Conditions and Restrictions before ownership passes to the next owner as required by the Code of Virginia. Any violations noted will be documented in the Disclosure Package and must be corrected.

What rules do I have to follow about exterior improvements, exterior painting or siding replacement, or landscaping?
You must get in touch with the Architectural Review Board via the Community Manager and request approval of your plans. All changes must be in accordance with the approved Architectural Standards and must be approved by the Architectural Review Board prior to starting the work.

Who do I call before I dig on my lot (e.g., to plant bushes, install a fence, or other authorized digging)?
To avoid digging into underground utility lines, causing serious injury, costly repairs and service outages, please call MISS UTILITY at 1-800-257-7777 at least two business days before you plan to dig on your property. Miss Utility is a free service that notifies local utilities to locate and mark buried utility lines using high-visibility safety paint and/or flags. Call Miss Utility and you'll know where the electric, phone, cable television, natural gas, sewer and water lines are on your property.

Where can I go to dispose of household hazardous wastes (motor oil, paint, car battery)?
